Usage:
&messageExplainText=MsgGetExplainText(&MessageSet, &MessageNumber, &AltText [, &Param1 [,&Param2]...]);

Description:
Returns the message explain text from MessageSet, MessageNumber after Param substitution, AltText if no message found.
