Usage:
&isOK=ReSubmitSubXmlDoc(&PublisherID, &PublishNode, &ChannelName, &VersionName, &MessageName, &SubscriptionName);

Description:
Returns true if the subscribed message is resubmitted OK. Subscription PeopleCode is rerun.
