=Micro Entrepreneurs and the New Tax Breaks=

There will be a new tax break of £1,000 of income for micro-entrepreneurs earning from the new "sharing" economy.

This probably started as a suggestion to remove a large number of minor eBay traders from needing to complete an income tax return for £2.25. The cost to process these forms would be comparable to the revenue and so it is more efficient for everyone not to bother.

Whilst the details of this tax break have yet to filter through, the signal it sends to the new business models is very clear - everybody get disrupting! Will this have the effects that the Chancellor expects?

==Fast Forward 5 Years==

Dave started his AirBnB business just after the new UK tax regime became law. There had been news articles and documentaries about people giving up their jobs and becoming overnight millionaires only working twelve minutes per day. He had made a some money from the Bed and Breakfasts, but, five years on, he was still a long way from the digital dream and writing his letter of resignation. As a hobby that paid him, he enjoyed it, he liked cooking, he had a spare room and he met some interesting characters.

Tom and Barbara have been running the eBay good life for at least ten years. At first, the new tax break seemed great - they were getting money back from the tax man! When they gave up their jobs to concentrate on building the eBay business, they had gone "legit" as they would not be able to explain their income.

However, since the announcement, everyone was starting their own online business. The competition had ramped up, but these were evening eBayers just earning a few extra quid, not having to make this month's mortgage. They flooded the market at margins that could not be sustained. It looked likely that they would need to go back to full time employment and make the eBay a sideline - just like everyone else.

After doing the school run, Laura checked her emails. Yesterday's campaign went well, she had sold her entire consignment! Now her twin boys were at school full time, she would be able to spend more time running her business and the extra time available was paying off. She had started the business on maternity leave from her marketing job. Although it did not pay anywhere near her full time salary, it did allow her to take time off after the maternity leave to look after her baby sons - having twins was certainly double trouble!

Alex, HR director of a large office based company, was reviewing a report on the company's car pooling scheme. Using a new web based application, employees driving to work can offer lifts to other employees for a contribution towards their petrol and maintenance. On the face of it, this seemed like a great scheme - spaces were freed up in the overburdened car park, car drivers in the scheme got some compensation, passengers saved on train fares. However, one or two drivers bought larger cars and decided to become Uber drivers at the weekend. Now these drivers were taking more sick leave than before, perhaps to fund their new cars? Was the reduction in car parking demand worth the change in a handful of employee's behavior?

Chris started her own software development company three years ago. From the start, Chris had encouraged her engaged and media savvy staff to join the company's affiliate scheme - including the sales team. Each employee could earn from new customers downloading their mobile apps. Not only had she turned her entire team into ambassadors, her employees had a stream of income with its own separate tax allowance - the equivalent of a free pay rise.

Each staff member was allowed an organized half hour slot each day when they could utilize social media, build web sites and write articles. As the company was very small and had a "family" feel the policy worked well with few rules. Chris wondered if that would change as they grew.

Two staff had left Chris's company and had asked if they could stay on the scheme. Chris had agreed readily - after all the affiliate scheme was generally available to members of the public and that included ex-staff members.

==Micro Entrepreneur Tax Breaks - A Good Idea?==

I think this policy will work well in the short term. There may need to be some revisions of the legislation if the tax break gets used for tax avoidance or has more side effects than were originally anticipated, but it will encourage a new way of thinking, which could benefit all.

=The Effects of Brexit on Human Resources=

The UK Referendum (23rd June 2016) on whether to stay in or leave the European Union can potentially have many effects. By starting the preparation, the issues will be easier to deal with when the decision is imminent or has happened.

I will keep this page updated as we go through the process and plans become clearer about the legislative ramifications of a vote either way. Currently the events of the vote are uncertain and preparation would mainly be gathering the right information ready for swift movement at the right time.

I am building a list of potential impact areas and trying to gauge their urgency as well as what measures may or may not be needed.

==Visas==
If the UK does leave the EU, visas are likely to be the most immediate issue.

===Visas for EU Nationals in the UK===
It is likely that after a leave vote, the UK Government would want to keep the status quo, and so there is likely to be a period where the current arrangements would stay in place while the details of any changes would be hammered out.

===Visas for UK Citizens Working within the EU===
However, the same would not necessarily be true of EU member states who may apply non-EU visa rules almost immediately.

===Effects on Non-EU Citizens Working in UK===
The UK government will want to provide stability and so the most probable scenario, at least in the short term, is maintaining the current arrangements.

===Effects on UK Citizens Working in Non-EU Countries===
Where a country has specific agreements with the EU rather than the UK, the visa arrangements may change depending upon the relationship of the U.K. With that country.

===Longer Term Effects===
Immigration is one of the main factors in the referendum. This implies that a government post-Brexit would have pressures to curb immigration. A points system, such as the Australian one, could provide a more sound and stable footing for immigration policy.

Staying in may also have some long term effects. Non-EU countries that thought they may get preferential treatment after Brexit may be disappointed and look elsewhere for strategic alliances.

==Data Protection==
There are a few Acts of Parliament that cover data protection. Some parts of these acts have been European and internationally inspired. In the interests of stability, changes to these acts would be widely discussed and consulted prior to being changed. However, the status of the UK will have changed overnight and so mitigations such as safe harbour etc. may well need to be considered.

It is a good idea to do some leg work prior to the vote to ensure you are ready to act.

===Where is Your Data Stored?===
I have to state up front that I am not a lawyer and for the issues covered here, you may need to seek legal advice. In general, the data covered by these Acts is personally identifiable information - people data. There are three regions you data could be stored in:

* Within the UK
* Within the EU
* Outside the EU

The UK could change from being inside the EU, to being outside the EU. This could have effects on Safe Harbour agreements written to cover EU countries and may require new Safe Harbour agreements and processes for data held within the UK.

===Where is Your Data Processed?===
The UK Data Protection Act covers both where data is held and who processes the data, so the places where the data are being accessed also needs to be considered.

===Who do You Hold Data About?===
Which nationalities and territories data are being held? This may imply that further Safe Harbour measures are required if data held or processed in the UK.

==Currency==
Particularly in the time prior to the referendum, the currency markets will be fluctuating wildly. Great for speculators, not so great if you are managing the costs of a multi-currency payroll and multi-currency contracts.

===Effects of Uncertainty===
During the run up to the referendum, each opinion poll is likely to have an effect on the currency markets. The level of the pound is already depressed and may remain so.

Even after the referendum, there is likely to be a period of instability in the money markets whilst the implications of the result are digested.

===Will the UK be Coerced into Joining the EuroZone?===
If the vote is to stay in, there may be pressure to join the EuroZone. This pressure would not be explicit, it would be by increasing the decisions made by EuroZone countries only, and the forming of an "inner circle" within the union.

==Health and Safety Legislation==
One of the key #Brexit advantages would be that the UK can start to undo the EU imposed health and safety legislation. However, unpicking the good from the bad would take time and would not give any short term results.

However, if you are considering a new health and safety module of your HR system, it might be wise to prioritise another issue currently.

==EU Subsidies==
If your company currently gains EU subsidies or benefits from European schemes then you may need to start planning what to do without the subsidy.

For instance, if you have French VIE interns, it may be worth considering alternatives for new hires and plan what to do with your current intake.

==Scotland==
Should the UK vote for #Brexit, the SNP have requested a re-run of the Scottish Independence referendum, so that Scotland would be free to rejoin the EU.

Multinationals that hold their European headquarters in the UK may start to build up their presence in Scotland or Ireland for an English speaking EU alternative.

==Government Contracts==
EU governments are currently obliged to consider all EU based tenders for contracts. If the UK leaves, these contracts are in jeopardy as the EU government would no longer be obliged to choose a UK supplier in preference to their own supplier. Replacing leavers with temporary staff would be prudent at this time.

On the flip side, the UK government would no longer need to consider EU contractors above homegrown talent any more. Although the UK government would be looking for stability, there may be one or two contracts that will be decided after June 23rd.

==Conclusion==
There are many impacts of #Brexit and some planning to mitigate the more immediate issues could help an organisation take advantage of the huge opportunities that an independent Britain may have.

As the capacity of disks increase to astronomical proportions, it is easy to lose sight of the wood due to the enormous number forests suddenly springing up. In our haste to store every last piece of data, it is worth thinking about those ancient principles of data management.

=Bowden's Laws of Data=

==Law 1: The Accuracy of the Data is Directly Proportional to the Exposure it gets==

The more eyes on the data, the more likely someone will spot it is wrong. The more a data item is used, the more probable it will be accurate. If data is never seen, it will be wrong.

==Law 2: With No External Forces, Data at Rest will Become Useless==

Data without a maintenance plan is data not worth the electricity to power the hard disks. If no one is responsible for the data, even the most static information will moulder until it is useless.

==Law 3: The Law of Conservation of Data: Data is Neither Deleted nor Destroyed, It Can Only Grow or be Archived==

The law of Conservation of Data - data is neither deleted nor destroyed, so only collect what you will be able to use and maintain. Decide how long you need to keep the data for, otherwise you will be backing up terabytes of data that you have no idea if anyone is using. But Western Digital are happy.

==Law 4: The Law of Feedback : Source of the Error Should Fix the Error==

Errors in data should be fed back to the source for correction. The organization learns about the value of the information and concentrates on getting it right earlier.

So for each category of data, make it clear how to report issues back to the source.

[[PeopleSoft Query]] has a way of comparing a list of values in the criteria to a particular column (or expression). You have to add each value individually - this is a bit of fun for a handful of values, but when the number of values in the list hit serious double figures, it becomes a bit tedious.

The list of values makes use of the "in" operator in SQL. If we already have the list in an email or spreadsheet, we can edit the list into the SQL format without having to rete the actual values, but then we need to get it into PS Query:

1: Create a new criterion - and make the left hand side an expression.

2: Leave the expression settings as their defaults - a character expression with a length of 1.

3: As an example, to make a list of Departments containing Sales, Marketing, Operations put the following into the expression list:
<pre>
A.DEPTID in ('SALES','MARKETING','OPERATIONS') and 'a'
</pre>
4: Click OK and save the expression and return to your new criterion.

5: Add the right hand side of the criterion as the constant value "a" (without the quotes)

==Creating the List==

Creating a quoted, comma separated list can be done in a text editor, in a spreadsheet or in an online tool such as [http://www.springboardsolutions.com/regular_expression.html Regular Expression Calculator].

To convert a list of items, one to a line into a SQL "in" list:

1: Put the raw list in the left hand "source" box.

2: Depending on your platform, input the following into the "Regular Expression" box:

*Windows
<pre>
<nowiki>([^\r]*)</nowiki>
</pre>
* Mobile Devices
<pre>
<nowiki>(.+)</nowiki>
</pre>
3: In the "Replacement Text" box, type in:
<pre>
<nowiki>'$&',</nowiki>
</pre>
4: Click "Replace" and your comma separated list appears in the right hand box.

WikiSysop:

This page is additional information for readers of the [[PeopleSoft Users Companion]]

=Make Your Reports More Active=

When asked for a new report, I often ask the question, "what will you do with the information?". The answer can often lead to an interesting discussion and explores what is really required.

With operational reports and exception reports, the answer is typically, "I take a look at the records and then decide on what needs to be done".

PeopleSoft Query has a great piece of functionality that can accelerate this process for the report recipient - drilling links (or Drilling URLs). A simple device - the ability to put a link straight to a page with all the relevant details. No more copy and paste, no more using a ruler to remember which lines have been checked. These links will also appear in the Excel output.

==How do you add links to a Query?==

Open your query, click on the "Expressions" tab, add a new expression.
You should now see the new expressions dialog. Select "Drilling URL" from the "Type" drop down (that normally starts with "Character").

The screen will change, and you will get a screen with a set of links describing the different types of links you can use:

* Component URL - a link to a particular page - with keys supplied from the Query.
* Query URL - a link to another Query - if that query has prompts, you can supply those from the parent query.
* Attachment URL - a link to an attachment held within the PeopleSoft system.
* External URL, Free Form URL - for connecting to external systems.

==Adding a Link to a Page==

If you click on the Component URL, you get a page which presents you with the following options:

* Portal Name - leave blank to use the one in use by the system or find this in the URL - normally "EMPLOYEE" for HRMS.

* Node Name - leave blank or, in most cases, set to the local default node - click the search button and sort the results by default local node (double click the "Default Local Node" heading). There will be one node with the value "1" in this column - that's our man!

* Psc and content reference - at first leave these blank.

* The Menu Name, Market, Component and Page can be obtained navigating to the page in question and pressing Cntrl-Shift-J.

Once these items have been entered, you can then set up the connection between fields in the query and the fields that you would enter on the component search page. Without these values, the link simply sends you to that search page.

==Connecting Query Data to the Page==
To really get the most out of this feature, you will want each link to connect to something on that row. Time to use the buttons at the bottom of the page.

The first of these is "Search Keys". This button produces a grid of the search keys for the page in question, you can then enter the fields or expressions from your query that you want to use to complete the search dialog. Just as when you complete a search page by typing in the values, you can leave some of the fields blank. If the keys are not complete, then the link will show the half completed search page, rather than taking you directly to the targeted page.

Note: in some versions of PeopleTools, you need to check the "Selection Flag" for the row of the grid you want to complete, otherwise the "Field Name" and "Key Values" get muddled.

The other button to use is the "Map Columns" button. This allows you to associate the link with particular columns in the output. You could have different links for different columns, but too many and confuse poor Yuri the User as to which link does what (was it Employee ID that took me to the Job page or was it Department ID?). If you do want to have many links from one query, you could add columns that describe where the link would take the user. You can also add the Drilling URL expression as a field, but they have a tendency to be very long and unwieldy.

Another way around this is to establish a mini convention - Employee ID always takes you to the Biographical Details, Employee Record Number takes you to Job page etc.

As seen before, you can also run another Query, show an attachment, or connect to another system. All this from the results which could be in HTML format, PDF or Excel. The Query could be scheduled and the Excel results emailed to the user - and so the spreadsheet reconnects the recipient with PeopleSoft - enabling them to continue the next step in the process seamlessly. Wow.

Try it - I'll bet you will always want to make your reports more active.
